JOC Federal Improves Job Order Contracting for Federal Agencies and Contractors

The Federal Bureau of Investigation’s (FBI) solicitation for its next Job Order Contracting (JOC) program heralds a new era in JOC management for the Federal Government and the Department of Defense (DOD). Gordian’s Job Order Contracting Federal solution is an innovative data, technology and support system, designed with the unique requirements of federal programs in mind.  Job Order Contracting Federal includes several exclusive features that provide fairer, more accurate pricing of task orders, make Federal government staffs more efficient and support contractors undertaking and managing alternative procurement programs.

Key features include:

• The RSMeans data Construction Procurement Catalog^©: A re-engineered RSMeans data construction cost dataset designed specifically for JOC. This is the heart of Job Order Contracting Federal. This product re-imagines the ideal JOC dataset, leveraging familiar, industry-standard RSMeans data from Gordian. This change will give users all the data they need in one recognizable platform. Previously, owners had to select which RSMeans data title or titles would be referenced for a Job Order Contract, a practice that resulted in inevitable tradeoffs. They also had to develop front-end contract provisions to prohibit the use of certain inappropriate line items. Material and installation costs could be imbalanced, depending on which column was specified.
• Secure project collaboration technology. Data is deployed in a new cloud software platform, with secure, role-based access and separate owner and contractor portals for Independent Government Estimate (IGE) and proposal development, respectively. Collaboration has always been a hallmark of JOC, and this platform supports a contractually-compliant integrated pricing review process that will benefit owners and contractors, saving valuable staff time and providing an auditable record of task orders.
• Owner and contractor support. The level of necessary owner and contractor support varies among Federal and DOD agencies where there is a great deal of project management and estimating skill. Gordian’s Job Order Contracting Federal accommodates all skill levels with a curated set of key implementation and training activities. Further, the software includes data orientation and best practice guidance for coefficient development, as well as robust training and partnering services that have been proven to increase owner and contractor satisfaction with Job Order Contracting.

This new system is the culmination of three years of meaningful engagement between Gordian and Federal government users. It was a joint effort by Gordian JOC experts and the cost engineering team that develops RSMeans data to integrate solutions and provide a better product for federal government users.
