A Construction Purchasing Method That Could Save Transportation Agencies Millions
The Federal Highway Administration (FHWA) issued an Interim Final Rule (IFR) making indefinite delivery/indefinite quantity (IDIQ) contracting, including Job Order Contracting (JOC), a standard operational practice. FHWA estimates that over the next decade, implementation of the IFR will save roughly one million man-hours and nearly $40 million in administrative costs. That means transportation agencies can get more work done with fewer resources.
Any recipient of Federal-aid Highway funds is eligible to set up a program without requiring special approval through the Special Experimental Projects 14 (SEP-14) program.
After more than a decade of study, FHWA determined that the benefits of JOC and other IDIQ contracting methods include, “expediting project delivery, increasing administrative efficiency, reducing project costs, and increasing flexibility.”
