This production will provide an overview of the National Schedule of Rates (NSR) and its pivotal role in facilitating maintenance and minor works. It explores the advantages of Measured Term Contracts (MTCs) in delivering cost certainty and enhancing contractor performance. Various procurement options are compared, including Direct Labour, Ad-hoc Contractors, and Term Contracts, highlighting their respective benefits and limitations. The structure, compilation, and updating processes of Schedules of Rates are examined, focusing on labour, plant, and materials. The tendering process is detailed, emphasizing the use of percentage adjustments for overheads, profit, and variations. Post-contract valuation processes, including work measurement, auditing accuracy, and the application of NSR codes, are discussed. Additionally, the paper offers contract administration guidance on critical aspects such as CDM regulations, travel, scaffolding, waste management, callouts, and overtime. Finally, it addresses the handling of specialist works, non-schedule items, and prime cost sums, utilizing Gordian’s NSR rules to ensure comprehensive and effective contract management.
Learning Objectives: Participants will have a clear understanding of how the National Schedule of Rates introduces structure, consistency, and cost control to maintenance and minor works. They will gain confidence in the functionality and importance of Measured Term Contracts (MTCs) and Schedules of Rates (SoRs), recognising how transparent pricing, accurate measurement, and standardised processes can reduce disputes, expedite delivery, and enhance forecasting. Additionally, attendees will learn practical aspects of contract administration, such as managing callouts, waste, travel, specialist works, and variations, enabling them to procure measured term contracts effectively.
